EDUCATIONAL INFORMATION: Maryanne Morse holds a Bachelor of Science Degree in Economics and Business Administration from Rollins College. Her minor in undergraduate school was accounting. Her graduate studies included a concentration in the areas of Finance and Marketing. In addition, she was a registered stock and commodities broker and held a life and health insurance license.
PROFESSIONAL BACKGROUND:
Maryanne managed the Orlando Law Firm of Whitaker and Koepke for 14 years. Her responsibilities included all aspects of legal, administrative and financial management. Maryanne also served as comptroller of an independent oil and gas drilling company for 12 years. In this capacity, she was responsible for leasing contracts, limited partnership agreements, banking responsibilities, pro-forma, and cash flow and working budgets.
CIVIC AND COMMUNITY INVOLVEMENT:
Active in the community, Maryanne served as president of the Greater Seminole Chamber of Commerce and as director of her homeowners association. She served as a member of the East Central Florida Regional Planning Council’s Project Review Committee and as a member of the Citizens Advisory Committee for the Seminole Expressway Authority.
Active in politics, Maryanne served as Secretary of the Republican Party of Florida from 1980 to 1988 and as Republican National Committeewoman for Florida from 1988 until 1996. She served as chairman of Florida’s Presidency II Republican Party convention in 1987, and as co-chairman of Presidency III in 1995. Maryanne was elected Clerk of the Circuit Court for Seminole County in 1988, re-elected in 1992 and re-elected again without opposition in 1996.

Maryanne has generated more than $5.7 million in "excess fees", or cash savings, in 10 years in office (with those savings being transferred to the Board of County Commissioners). She has helped fund a countywide fiber optic network for local governments and introduced advanced computer technology and bar coding to the courtroom. Maryanne developed first-of-its-kind-in-Florida program of post card notification for drivers with suspended licenses.
In 1992, Maryanne was honored as one of the top 75 government innovators in the U.S., Harvard University's JFK School of Government. For 16 consecutive years, the Clerk’s Office has received the Certificate of Achievement for Excellence in Finance Reporting from the Government Finance Officers Association of the United States and Canada. |

John Horan has been a Florida resident since 1977. He resides in Winter Springs with his wife, Joette. They have been married for 32 years. John was the first in his family to attend college. With the assistance of his parents, scholarships, student loans and working in the dining hall, John was able to attend Notre Dame where he graduated cum laude (B.A.) in 1974 and went on to receive his law degree in 1977. John met Joette while he was in law school and they married shortly after he graduated.
In 1987, they moved to their home in Winter Springs where they raised their two sons, John Ryan and James. John Ryan is a licensed general contractor in Central Florida and James currently attends Florida State University. Joette teaches fifth grade at Joan Walker Elementary School in Seminole County and John is a partner in the Orlando firm of Foley and Lardner LLP. Mr. Horan has been recognized twice as one of Florida's "Legal Elite" by Florida Trend™ magazine, and has been selected for inclusion in the 2007, 2008, and 2009 Florida Super Lawyers® lists. He has also been selected by his peers for inclusion in the 2008, 2009 and 2010 editions of The Best Lawyers in America®.
No stranger to giving of his time and talents, John has served as a guardian ad-litem in dependency cases spanning over 25 years, helping over 70 dependent children in more than 40 cases, all without charge. As a respected volunteer in Seminole County, John has been appointed to boards and advisory groups including The Seminole County Charter Review Commission, the Seminole County Natural Lands Advisory Board and the City of Winter Springs Planning and Zoning Board. He is the immediate past President of the Private Business Association of Seminole County.
It was a natural progression for John to seek the office of Seminole County Commissioner given his dedication to Seminole County and his knowledge and expertise in those things that make Seminole County such a wonderful place to live. When asked about his decision, John said:
“We are in extremely difficult economic times and we don’t know what the future holds. However, we can meet our Seminole County challenges, if we elect leaders who are capable and competent and who really care about making local government more efficient and effective. I believe I am highly qualified to serve on the County Commission and I have the skills to make the Commission better.” |

Carlton Henley has been Chairman of the Seminole County Commission five times during his tenure on the Commission. He was principal of Lyman High School for 31 years. He currently serves on the Central Florida Regional Transportation (LYNX) Board, Commuter Rail, Congress of Regional Leaders, formerly MyRegion.org, and the Tourism Development Council. Carlton and his wife Peggy have four children and sixteen grandchildren. The Henley family is an active member of the First Baptist Church of Altamonte Springs.
Under Carlton's leadership the county has been recognized for being the best in multiple areas. A partial list includes: lowest millage rate and per capita spending in the region; top-rated school district, highest bond ratings, and best practices awards for purchasing, utilization of technology and parks and recreation programs.
Leadership Seminole honored Commissioner Henley as their 2009 Legends Award Recipient. This award recognizes the top individual who has had a positive impact on Seminole County. Henley was given the award for having "demonstrated solid character traits, leadership, and vision in making Seminole County a better place to live, work and raise a family. His proven and envied list of accomplishments has inspired future and current leaders." |
